Combining with an MHC class II protein complex and transmitting the signal from one side of the membrane to the other to initiate a change in cell activity.

Note that this term is intended for annotation of gene products that act as receptors for MHC class II protein complexes, not for components of the MHC class II protein complexes themselves.
